Husband of Civic Coalition Activist Receives 200,000 PLN in Flood Aid; Anna Konieczyńska Suspended

The husband of a regional development agency vice-president received a maximum flood relief loan, prompting an investigation by the CBA and the Ministry of Development and Technology, alongside her party suspension.

Flood Relief Loan Under Scrutiny

The husband of Anna Konieczyńska, vice-president of the Karkonosze Regional Development Agency (KARR), received a 200,000 PLN loan from a program intended for entrepreneurs affected by the September 2024 floods in southwestern Poland. The case is currently being investigated by the Central Anti-Corruption Bureau (CBA) and the Ministry of Development and Technology, and Konieczyńska has been suspended from her rights as a member of the Civic Coalition.

KARR is a company owned almost entirely by the Lower Silesian voivodeship self-government, which handled support programs for flood-affected business owners. The loan obtained by Piotr Konieczyński represents the maximum amount under one of the ministerial programs, while two other local entities in Dziwiszów also secured millions in financial support.

Questionable Damage Documentation

Piotr Konieczyński operates guest rooms in Dziwiszów and applied for a damage certificate from the Jeżów Sudecki commune on June 23, 2025, nine months after the flood and several months after his wife assumed office at KARR. An inspection conducted on July 7, 2025, noted cracked and detached stairs, washed-out grout, and balcony damage, but photographs lacked characteristic flood signs such as high water lines or silt.

The State Fire Service recorded no flood intervention reports at the property, and Wody Polskie confirmed the location was not flooded by the Złotucha stream. The Jeżów Sudecki deputy mayor stated that the procedure was simplified and relied entirely on the entrepreneur’s declaration without independent proof of flood damage.

Agency and Official Responses

KARR President Hubert Papaj stated that Anna Konieczyńska formally recused herself from the proceedings regarding her husband’s company to avoid accusations of bias. However, documentation analyzed by Wirtualna Polska lacked independent expert evaluations or cost estimates detailing how the 200,000 PLN sum was determined.

Piotr Konieczyński maintained that his loan was granted under the same rules as those for over 700 other entrepreneurs, though he did not disclose specific damage valuations or the allocation of the funds received.

Grants for Neighbor and Local Media

Doubts have also been raised regarding other Dziwiszów businesses, including Kadalore, whose majority shareholder is a neighbor of the Konieczyńskis. The company received 200,000 PLN from a ministerial program and 3 million PLN from BGK funds for a children’s play area that reportedly did not operate either before or after the flood.

A third beneficiary, Dami Advertising and Promotion Agency, operating a local television station, received 1.123 million PLN total from ministerial and BGK programs for alleged damages at its former Jelenia Góra headquarters. Fire services recorded no flood reports for that address, and satellite imagery did not confirm any inundation.

Ongoing Investigations and Political Consequences

The CBA has been actively reviewing KARR procedures and documentation regarding the 2024 flood support since April 2026. Government spokesperson Jacek Dobrzyński confirmed that all files are being analyzed to determine if materials should be referred to the prosecutor’s office.

Michał Jaros, head of the Lower Silesian Civic Coalition structures, suspended Anna Konieczyńska on June 23, 2026, announcing that she faces a party court proceeding. The Ministry of Development and Technology has also launched an independent audit into the matter.
