Ukraine Alerts Poland to Impending Russian Disinformation Operation

The Ukrainian Center for Countering Disinformation warns that Russian intelligence is preparing to release forged historical documents on July 5 to exacerbate tensions between Warsaw and Kyiv regarding the Volhynia massacre.

Targeting Polish-Ukrainian Relations

Andriy Kovalenko, head of the Ukrainian Center for Countering Disinformation, states that Russian security services, overseen by FSB director Alexander Bortnikov, intend to publish fabricated historical materials. The objective is to deepen the current diplomatic rift between Poland and Ukraine.

The operation focuses on sensitive events from World War II, specifically targeting the memory of the Volhynia massacre. Russian state media have reportedly received instructions to amplify these narratives to destabilize the bilateral relationship.

Heightened Political Friction

This warning arrives during a period of significant strain between Warsaw and Kyiv, fueled by conflicting historical policies and the glorification of the Ukrainian Insurgent Army (UPA). Polish officials, including special services coordinator Tomasz Siemoniak, have noted that Russia is actively exploiting these existing grievances.

While government representatives seek to manage the escalation, Polish authorities remain alert to potential provocations. The dispute has already led to the revocation of the Order of the White Eagle, previously awarded to Ukrainian President Volodymyr Zelenskyy.

The Mechanics of Influence Operations

Russia frequently utilizes a combination of forged documents, deepfakes, and automated social media networks to create a veneer of credibility. By flooding the information space with fabricated content, Moscow aims to weaken public trust in institutions and media.

Ongoing Dialogue Despite Tensions

Despite political hostilities, cooperation on the exhumation of Polish victims remains active. The Ukrainian Ministry of Culture recently granted permits for search and exhumation works in locations such as Ostrówki, Wola Ostrowiecka, and Lviv’s Hołosko.

These actions suggest that technical cooperation continues even as historical narratives become a primary theater for foreign influence operations. The strategic goal of the Kremlin remains to drive a wedge between the two nations during their ongoing struggle against Russian aggression.
