Belarusian Citizen Indicted for Planning Sabotage on Behalf of Foreign Intelligence

On July 27, 2026, Polish prosecutors filed an indictment against Belarusian national Vitalij S. for preparing an arson attack on a warehouse in the Lublin Voivodeship.

On July 27, 2026, an indictment against Belarusian citizen Vitalij S. was sent to court. The man will answer for preparing an act of sabotage directed against the security of the Republic of Poland on behalf of a foreign intelligence service.

The indictment is the result of an investigation conducted by officers of the Internal Security Agency (ABW) Delegation in Lublin under the supervision of the Lublin Regional Division of the Department for Organized Crime and Corruption of the National Prosecutor’s Office. The accumulated evidence indicates that Vitalij S. was preparing to set fire to a warehouse located in the Lublin Voivodeship. His actions could have led to an incident threatening property on a large scale.

As part of the assignment received from foreign intelligence, the man reconnoitered the designated facility. He also recorded a video depicting the warehouse and forwarded the prepared documentation to his principal. He received remuneration in cryptocurrencies for completing the task.

Recruitment via Telegram and Charges Filed

The Telegram messenger was used for recruitment and transmitting instructions. This is another case where sabotage activities on the territory of Poland were ordered via this platform.

The prosecutor presented Vitalij S. with the charge of preparing for a qualified espionage offense specified in Article 130 § 8 of the Penal Code. The man will also answer for possession of narcotic drugs, an act specified in Article 62 paragraph 1 of the Act on Counteracting Drug Addiction. He faces up to 8 years of imprisonment for the committed acts.

Thanks to the efficient work of ABW officers, the preparations for the act of sabotage were detected and thwarted before it could be carried out. Vitalij S. was detained on August 13, 2025, and has remained in custody since then.
