Audit Findings and Personnel Consequences
Warsaw City Hall has announced the initial results of an audit at the Southern Hospital. The facility has terminated its contracts with Dr. Dawid Kacprzyk, while the Mayor of Warsaw has requested the supervisory board remove Dr. Agata Kusz-Rynkun from her roles as board member and medical director.
The city initiated an urgent audit on June 15 following reports of irregularities. Investigations confirmed discrepancies regarding the physician’s staffing schedule in the Emergency Department. The hospital is currently preparing a notice regarding suspected fraud.
Management Accountability
The Mayor of Warsaw has convened a supervisory board meeting for June 18 to address the dismissal of Dr. Agata Kusz-Rynkun. The city maintains that she was responsible for approving the physician’s schedules and invoices, as well as overseeing the proper delivery of medical services.
City officials emphasized that the audit exposed failures in the approval process for Dr. Kacprzyk’s shifts. This specific failure forms the basis for the terminated contracts and the anticipated legal notification regarding suspected fraud.
Jurisdictional Limits and Patient Care
The city clarified that neither municipal officials nor auditors have the authority to access medical records or evaluate clinical decisions. These powers reside with the National Health Fund (NFZ), with whom the hospital is now cooperating.
Prosecutorial Investigation
The District Prosecutor’s Office in Warsaw has launched an investigation into potential non-medical triage practices at the Emergency Department that may have endangered patient lives. The probe also examines potential forgery in work-time documentation intended to secure financial gain, referencing specific articles of the Penal Code.
