Double Probe Launched into South Hospital Over Fraud and Oversight Failures

Warsaw prosecutors have initiated two investigations into South Hospital, focusing on allegations of half-a-million zloty in fraud and systemic failures by public officials to oversee hospital operations and emergency triage procedures.

Fraud Allegations and Doctor’s Invoices

The District Prosecutor’s Office in Warsaw received four notifications regarding the facility, primarily based on recent media reports. The first investigation concerns suspected fraud exceeding 558,000 zloty, involving a physician who allegedly submitted unreliable invoices misrepresenting his actual working hours.

The hospital’s notification included detailed documentation regarding the physician’s employment and settlement records. This specific offense carries a potential prison sentence ranging from one to ten years.

Systemic Oversight Failures at the Emergency Ward

A second, broader investigation examines potential mismanagement by city officials responsible for the hospital’s operation, specifically regarding the lack of oversight at the emergency department. The probe covers violations of triage rules, procurement irregularities, and failures in verifying medical invoices.

Prosecutors are scrutinizing whether municipal officials neglected their duties by failing to conduct mandatory inspections despite receiving formal and informal reports. Warsaw Mayor Rafał Trzaskowski may be called as a witness as the investigation progresses.

Broad Investigative Scope and Special Teams

Authorities plan to question over 50 individuals, including hospital management, the board of directors, and city officials. Given the conflict of interest involving local police, investigators are coordinating with the Central Anti-Corruption Bureau to handle the case.

The scrutiny follows reports concerning Dr. Dawid Kacprzyk, a former emergency coordinator and local councilor, who allegedly earned 1.6 million zloty while completing his residency. The hospital has since returned 500,000 zloty to the doctor, noting technical issues in reconciling the funds.
