The Polish government is introducing revolutionary changes to the Open Pension Funds (OFE) operations. New regulations will replace the mandatory paper documentation requirement with full digitization, directly affecting the daily formalities for millions of citizens.
Scope of the Digital Transformation
According to the Financial Supervision Authority (UKNF), these changes apply to over 14 million OFE members. The government ordinance modernizes regulations dating back to 2011, ensuring that digital communication forms are now legally equivalent to paper documents.
Simplified Procedures for Members
New regulations allow citizens to join an OFE or submit formal requests—including those related to marriage, divorce, or address changes—entirely online via smartphone or computer. If errors occur in electronic submissions, funds must request corrections through the same digital channel used by the applicant.
Implementation and Consultation Timeline
The proposed ordinance enters into force 14 days after its official publication, providing pension companies (PTE) a brief window to adjust their IT systems. The draft is currently undergoing widespread inter-ministerial and public consultation, involving key entities such as the Social Insurance Institution (ZUS) and the Financial Supervision Authority (KNF).
