Government to Implement Integrated Alert System Following Missile Incident and RCB Alert Failures

Following a Russian missile landing in Lublin Voivodeship and widespread complaints over missing mobile alerts, Poland’s Deputy Interior Minister announced plans to launch an integrated warning system.

Missile Incident and Alert Failures

On Thursday, a Russian Kh-101 missile fell into a field in the village of Tarnawa-Kolonia in the Lublin region. Although alarm sirens were activated, residents reported a lack of RCB alerts, as Wyborcza.pl previously reported.

The following day, the Government Security Centre sent a nationwide message encouraging recipients to download a safety guide with the text, “MSWiA: be prepared. Download: poradnikbezpieczenstwa.gov.pl”. However, many users reported that the link did not work.

Plans for an Integrated Warning System

Speaking on RMF FM on Monday, Deputy Minister of Interior and Administration Czesław Mroczek emphasized that sirens are currently the fastest form of notification in the event of an air attack, but the government intends to modernize the process.

The deputy minister stated that authorities are drawing conclusions from past events to automate the process so that RCB alerts via mobile networks are sent instantaneously alongside sirens, culminating in a dedicated application.

App Overhaul and Development Stage

An integrated siren system capable of transmitting messages is scheduled to be created within a few months, during which time the Regional Warning System application remains available for modification or replacement.

While the exact completion date for the app work remains unknown, a team is currently evaluating whether to adapt the existing RSO app to modern challenges or build a new one from scratch. When asked by journalist Tomasz Terlikowski why the mObywatel app is not used for alerts, Mroczek replied that mObywatel is not universally used.

Overview of the Regional Warning System

The Regional Warning System is a free mobile application created in cooperation between the Ministry of Interior and Administration and Telewizja Polska S.A. to inform the public about hazards across Poland.

The platform distributes meteorological, hydrological, and local hazard warnings such as road accidents, alongside a water level map for selected Polish rivers and crisis management guides on first aid, storms, floods, and terrorist attacks.
