Implementation of Government Priorities: MSWiA Points to Border Security and Construction Investments for Civil Protection

The Ministry of the Interior and Administration highlights border security and civil protection investments as the government adopts its latest quarterly report on key priorities.

The government adopted another quarterly report on the implementation of government priorities. As indicated by the Ministry of the Interior and Administration (MSWiA), from April to June, 3,097 construction investment projects amounting to PLN 1,879,790,123 in the area of civil protection and civil defense received positive opinions.

On Tuesday, the Council of Ministers adopted another quarterly report on the implementation of government priorities. The document summarizes progress in four areas: security, economy, quality of public services, and state digitization. The security section is implemented, among others, by the Ministry of the Interior and Administration.

Border Security and Legislative Actions

One of the areas is Poland’s secure border, including the development of infrastructure and operational potential of border formations as well as effective prevention and combating of external threats. As indicated in the report summarizing the second quarter, the legislative process regarding the amendment to the crisis management act took place recently. Ultimately, the act was signed by the president and entered into force on July 4, 2026. According to its provisions, the Maritime Security Center will begin operating half a year after its entry into force—on January 4, 2027.

In addition, a public procurement procedure was announced in the restricted tender mode (two-stage procedure) for the construction of state border security on the land section with Ukraine in the Bug Border Guard Unit. In the coming weeks, the second stage of the procedure will begin. It is also planned to launch tender procedures for the modernization of border security with Russia and Belarus.

Another priority implemented by MSWiA is “strengthening effectiveness in protecting internal security and increasing confidence in formations subordinate to MSWiA.” As the ministry indicates, in the second quarter, the application of the Higher School of the Border Guard for a permit to launch second-cycle studies in the field of “State border security in the field of Border Guard resource management” was positively evaluated.

Bearing in mind the act on the establishment of the Military Medical Academy, it was possible to provide police, Border Guard, State Fire Service, and State Protection Service officers with the opportunity to receive education preparing them to perform medical professions, in particular the profession of a doctor, nurse, paramedic, or physiotherapist, as well as guaranteeing the acquisition of professional officer qualifications and officer ranks in the services after completing studies in the field of medicine, including at the MMA, and obtaining a diploma of their completion. In the police and Border Guard, the costs of education incurred by services when directing officers to education have been standardized, and in the State Fire Service and State Protection Service regulated.

On June 1, in accordance with the order of the Commander-in-Chief of the Police, the fifth police training center was established in Szczecin. This is in accordance with the provisions of the Modernization Program for the Police, Border Guard, State Fire Service, and State Protection Service in the years 2026-2029.

3,097 Construction Investment Projects Worth PLN 1.9 Billion

MSWiA also indicated as a priority activities related to the Civil Protection and Civil Defense Program (OLiOC). The program specifies the method of financing the implementation of civil protection and civil defense tasks from funds in the amount of not less than 0.3 percent of GDP. In the second quarter of 2026, 3,097 construction investment projects worth PLN 1,879,790,123 and 3,520 investment purchases exceeding PLN 50,000 with a value of PLN 873,147,749 were positively evaluated. Work is currently underway on arrangements for the Civil Protection and Civil Defense Program for the years 2027-2031.

The first Universal Civil Protection Workshops and the first OLiOC Academies were held, preparing the population for proper behavior in a threat situation. MSWiA also developed a version of the “Security Guide” in Polish Sign Language.

For the next quarter, MSWiA has planned, among other things, the implementation of the amendment to the act on civil protection and civil defense and the initiation of implementation work related to the launch of the Civil Defense Register, the Central Register of Civil Protection and Civil Defense Resources, and the Central Register of Collective Protection Facilities “OZO”.
