Kaczyński Offered Proposals to Morawiecki Before Signing His Own Loyalty Pledge

Following failed negotiations between Jarosław Kaczyński and Mateusz Morawiecki over party rules and associations, PiS officials confirmed that a party-wide ultimatum deadline expires on Thursday.

Failed Proposals and Association Future

Bochenek stated that among the proposals made by Jarosław Kaczyński was agreement to freeze—instead of liquidate—Mateusz Morawiecki’s Rozwój Plus association until next year’s parliamentary elections. The PiS leader also offered the transfer of all association activities to the party with its full support, though this proposal also failed to gain acceptance.

He added that the talks did not reach a positive conclusion because Vice-President Mateusz Morawiecki did not agree to equal treatment for all MPs in the club, while simultaneously seeking to reserve special operating conditions for himself within the party. Only PiS in unity, with an ambitious program and concrete pro-development projects, can remove Tusk from power.

Ultimatum and the New Loyalty Statement

Rafał Bochenek also informed that Jarosław Kaczyński, like every PiS member wishing Poland well, signed the statement of party membership himself. The strength is in the unity of patriots, let us act together, added the party spokesperson.

This entry was commented on by Piotr Müller, who belongs to the Rozwój Plus association and served as government spokesperson for Mateusz Morawiecki during the United Right’s time in power. In his opinion, freezing the association until the parliamentary elections and transferring all its activities to the party is in practice the liquidation of the association.

Nature of the Signed Declaration

He also referred to calling the declaration a party membership statement, pointing out that such a statement is signed by every member when joining, and the document prepared by the presidium does not concern party membership.

The loyalty pledge signed by politicians is actually a statement submitted in connection with the presidium’s position on the rules of combining PiS membership with membership in associations undertaking political activities, stating that one is not a member of such an organization and does not participate nor will participate in political projects carried out outside the party.

Political Conflict and Previous Resolution

Conflict in PiS, with no agreement reached after the latest meeting between Morawiecki and Kaczyński.

Last week, the Law and Justice political committee adopted a special resolution on associations, with the party spokesperson explaining that members belonging to such organizations should immediately refrain from activity in them and resign within seven days.

Deadline and the Warsaw Meeting

The deadline for submitting this declaration expires on Thursday, July 23, with Bochenek warning in a statement on the X platform that failure to submit the declaration within the indicated time will result in consequences provided for in the statute, including the loss of PiS membership.

Also on Thursday, July 23, a meeting took place between Jarosław Kaczyński and Mateusz Morawiecki at the party headquarters on Nowogrodzka Street in Warsaw, after which the PiS spokesperson reported that although the talks were constructive, they did not lead to the resolution of the principal matter.
