NATO Summit to Pledge €140 Billion in Support for Ukraine

German government sources indicate that European NATO members and Canada will commit to providing €140 billion in aid to Ukraine, spanning from 2026 through 2027, to bolster the nation’s defense.

Financial Commitments and Structure

The draft declaration for the NATO summit in Ankara outlines a pledge of at least €70 billion for 2026, with an identical amount planned for the following year. This total is comprised of a €90 billion European Union loan and additional bilateral support from individual nations.

According to Berlin, these specific country-level contributions have not yet been finalized in the draft and will remain a subject of negotiation. The figure serves as a baseline for discussions with allies expected to increase their contributions.

The Shifting Landscape of Aid

This initiative aims to signal long-term European support for Kyiv, particularly as U.S. assistance has largely withdrawn since the inauguration of President Donald Trump. German Chancellor Friedrich Merz emphasizes that Europe is assuming greater responsibility to ensure the alliance remains transatlantic.

While Germany has earmarked €11 billion for military aid in its current budget—exceeding the contributions of all other EU partners combined—sources do not expect the issue of Ukraine’s future NATO membership to be addressed in Ankara, as the U.S. maintains its opposition.

Context of Intensified Conflict

The summit, scheduled from July 7 to July 8, takes place against a backdrop of escalating Russian aggression. Recent overnight attacks on Kyiv involved 68 missiles and 351 drones, resulting in at least 14 deaths and significant damage to residential infrastructure.

President Volodymyr Zelensky has called for firm decisions regarding support, with a meeting between the Ukrainian leader and President Trump anticipated during the summit proceedings.
