New Benefits for Seniors 65+: Legislation Awaits Presidential Signature Amid Strict Eligibility Criteria

A new senior voucher program offering up to 2,150 PLN in monthly care services is set to launch on September 1, 2026, though strict income thresholds and exclusions will disqualify many applicants.

A Non-Cash Support Model

The senior voucher program is strictly non-monetary. Instead of cash transfers, the state will fund professional care services directly in the senior’s home. With a maximum budget of 2,150 PLN per month, the program covers assistance with daily tasks such as grocery shopping, meal preparation, house cleaning, hygiene care, and accompaniment to medical appointments.

These funds will be managed by local governments, which will hire and pay for qualified caregivers or neighborhood assistants. It is essential to note that neither the Social Insurance Institution (ZUS) nor the municipality will transfer funds to the bank accounts of retirees.

Income Thresholds and Disqualifications

Eligibility is subject to a strict financial limit. To qualify, a senior’s average monthly income from the three months preceding the application must not exceed 3,410 PLN gross, including all basic pensions and disability benefits. If the income is 3,411 PLN or higher, the municipality will issue a rejection notice.

Financial caps also apply to the applicant’s family. For a person managing a single-person household, the income must be between 3,500 PLN and 6,700 PLN gross. For multi-person households, the total family income limit is 10,000 PLN gross.

Exclusions from the Program

The legislation prevents the duplication of public aid. Individuals already receiving support benefits, specialized care services, or personal assistance funded by other government programs are ineligible. Furthermore, the program excludes those residing permanently in social welfare homes (DPS) or nursing and treatment facilities (ZOL).

To ensure the professionalization of care, close family members of the senior are prohibited from being paid for services rendered under this voucher scheme.

Implementation Timeline and Application Process

The program will be rolled out in stages between 2026 and 2028, with an initial budget of 1 billion PLN. With approximately 20,000 people expected to receive aid in the pilot phase, processing may depend on the order of applications and the degree of dependency verified during home environmental interviews.

The program officially begins on September 1, 2026. Applicants may submit their requests to their local municipality or social assistance center (OPS/MOPS). Experts recommend that families begin gathering medical documentation regarding their relatives’ functional limitations during the summer months.
