The Necessity of Legislative Change

The urgency for legal reform was highlighted by a 2023 disaster in Sosnowiec. A third-floor balcony collapsed while a couple was standing on it, resulting in the death of a woman and severe injuries to her husband. The new regulations aim to prevent such tragedies by allowing communities to take over technical supervision, enabling mandatory renovations without waiting for individual owner approval.

The draft legislation is currently undergoing public consultation. While the final legislative deadline remains uncertain, the proposal includes an exceptionally short 30-day vacatio legis once the law is published in the Journal of Laws, meaning the new requirements could take effect almost immediately following parliamentary approval.
