Police Officers Under Investigation for Gross Misconduct in Henry Nowak Murder Case

The Independent Office for Police Conduct is investigating two Hampshire and Isle of Wight Constabulary officers for alleged gross misconduct following their failure to assist a dying 18-year-old stabbing victim.

The Incident and Initial Police Response

On December 3, 2025, 18-year-old Henry Nowak was stabbed by 23-year-old Vickrum Digwa in Southampton. When officers arrived, they handcuffed the wounded Nowak after the perpetrator falsely claimed he was the victim of aggression.

The Independent Office for Police Conduct (IOPC) confirmed on July 1 that the investigation has entered a new phase. Officers from the Hampshire and Isle of Wight Constabulary have been notified that they are suspected of committing “gross” breaches of professional standards.

Allegations of Negligence and Bias

The IOPC stated that Nowak requested medical help and reported being stabbed, yet officers handcuffed him instead of providing aid. Evidence suggests an officer may have breached standards of professional behavior and respect by dismissing the victim’s pleas.

Investigators are examining whether racial or social tensions influenced the officers’ decisions. Digwa had falsely alleged that Nowak directed racist insults at him and knocked off his turban, prompting the officers to prematurely treat the assailant as a victim.

Legal Outcome and Current Status

During the trial, the court rejected Digwa’s claims of self-defense, sentencing the 23-year-old to life imprisonment for the murder of Henry Nowak. The investigation into the police officers’ conduct is ongoing and does not currently constitute a formal disciplinary proceeding.

The IOPC noted that a final decision regarding potential disciplinary action against the officers will be made only after the investigation concludes.
