Audit Findings and Legal Actions
Warsaw city hall confirmed that Southern Hospital is preparing a notification regarding potential fraud committed by doctor Dawid Kacprzyk. The hospital has terminated his contracts, and the city’s mayor has requested the removal of medical director Dr. Agata Kusz-Rynkun.
Partial audit results confirmed irregularities regarding the scheduling of Dr. Kacprzyk’s shifts in the emergency department. City officials stated that as medical director, Dr. Kusz-Rynkun was responsible for overseeing physician schedules, billing, and general medical operations, all of which contained significant discrepancies.
Concerns Regarding Patient Care and Regulatory Oversight
City officials and auditors noted they lack access to patient medical records and the authority to assess individual treatment decisions, a role reserved for the National Health Fund (NFZ). The hospital is now cooperating with the NFZ to investigate these clinical oversight issues.
Reports from Zero.pl alleged that the hospital’s emergency department provided priority access to Civic Coalition (KO) politicians. Dawid Kacprzyk, who served as both the emergency department coordinator and a local KO councilor, reportedly earned 1.6 million PLN last year during his residency. He is no longer a member of the party.
Regulatory Inquiries and Professional Conduct
The Supreme Medical Chamber has submitted a formal complaint to the professional liability ombudsman, alleging that Dr. Kacprzyk abandoned medical shifts to make appearances on television and in the Senate. The doctor’s schedules reportedly conflicted with these public engagements.
Warsaw Mayor Rafał Trzaskowski has initiated an audit of emergency departments across all municipal hospitals. Ongoing investigations into the Southern Hospital matter are being conducted by both city officials and the National Health Fund.
