Automated System Targets Welfare Fraud
Digital integration has tightened Poland’s social welfare system. Integrated databases from ZUS, the Border Guard, and the Educational Information System (SIO) now automatically verify 800 Plus applications for Ukrainian refugees.
New, rigorous criteria have caused a sharp decline in beneficiary numbers. Attempts to collect funds by individuals residing permanently outside of Poland are now being blocked in real-time.
Strict School Enrollment Requirements
A mandatory school condition is central to receiving benefits. The 800 Plus payment is exclusively reserved for children from Ukraine who attend a Polish school or fulfill the mandatory one-year preschool preparation requirement.
The ZUS system automatically checks the SIO database using the child’s PESEL number. If a student is not assigned to a specific class in a Polish institution, the system generates a rejection decision. Remote lessons provided by the Ukrainian ministry no longer qualify for funding.
Border Guard Monitoring and the 30-Day Rule
The system monitors the residency status of UKR status holders via Border Guard records. Leaving Poland for more than 30 days results in the automatic loss of legal residency status and the immediate suspension of social transfers.
If the system detects a violation, ZUS issues a decision for the recovery of unduly collected benefits, requiring repayment with interest. The system relies on official border crossing records and does not track mobile geolocations or bank logins.
Professional Activity Requirements
Eligibility criteria have been further tightened to include a requirement for professional activity by the parent or guardian submitting the application. These integrated mechanisms ensure that social benefits are distributed only to those meeting strict statutory conditions.
