Polish Defence Minister Janusz Kosiniak‑Kamysz announced the launch of the Horizon military operation, deploying up to 10,000 soldiers to protect critical infrastructure and counter sabotage, effective from November 21.
Defense Minister Highlights Scale and Purpose
Janusz Kosiniak‑Kamysz noted that sabotage incidents in Poland have increased over recent months and confirmed that 50 individuals have been charged with acting on behalf of foreign intelligence. He revealed the Horizon operation, pledging up to 10,000 soldiers to support security services, safeguard critical infrastructure, and counter disinformation.
The minister said the operation would enhance inter‑agency cooperation and that a formal request will first be directed to the Prime Minister and then presented to the President, citing the necessity of this involvement.
Interior Minister Emphasises Joint Security Effort
Marcin Kierwiński underscored the unprecedented cooperation between the Defence Ministry, the Ministry of the Interior and Administration, and special services. He highlighted similar collaboration during the previous year’s southern border floods and stressed that police, fire crews, border guards, and armed forces are working together to deter terror‑style sabotage.
General Staff Announces Operation Details
Gen. Wiesław Kukuła confirmed that the General Staff received a directive to proceed with the Horizon operation, coded “Horyzont.” It will be executed by specialist forces from all branches, including the Cyber Defence Command, under the command of Gen. Maciej Klisza.
The chief outlined that the mission will begin on 21 November, involve up to 10,000 troops, and focus on protecting critical infrastructure, especially communication lines.
Operational Scope and Public Engagement
Gen. Kukuła outlined a three‑fold operation strategy: (1) develop a detailed plan of transport and critical facilities most at risk, (2) conduct preventive air surveillance and patrols, and (3) launch a public app for reporting suspicious activities, to be tested between November and December before widespread release.
Training sessions for personnel linked to critical infrastructure will also be scheduled in support of the operation.
