New regulations taking effect March 31, 2026, will grant electronic land register documents the same legal validity as those issued by court.
Electronic Land Register Documents Gain Legal Validity
Starting March 31, 2026, key changes to land register regulations come into force. The amendment introduces a new fee schedule for copies and extracts, but most importantly, grants full legal power to electronic documents obtained from the e-KW system.
From March 31, 2026, regulations specifying the fees for documents issued by the Central Land and Mortgage Register (Centralna Informacja Ksiąg Wieczystych) will be in effect. This includes fees for land register copies, extracts from registers, certificates of register closure, and searching the central database.
Electronic Document Equivalence
One of the most significant changes is granting full legal validity to electronic documents generated by the Central Land and Mortgage Register’s teleinformation system. Copies, extracts, and certificates of closure downloaded from the system – as well as their prints – will have the same value as documents issued directly by a court.
Legal Basis for the Change
The change stems from a new wording of Art. 36⁴ para. 4 of the Act of July 6, 1982, on Land and Mortgage Registers and Mortgage. According to this provision, a person submitting an application via the teleinformation system will be able to download an electronic document enabling them to independently prepare a printout. If the document has features allowing its verification with the data contained in the central land register database, both the electronic file and its printout will be treated as an official document. This simplifies procedures and speeds up access to documents.
Land Register Document Fees in 2026
The Central Land and Mortgage Register charges fees depending on the type of document and the form of its acquisition. A fee is charged for each document ordered. For requests for documents in paper form, the fees are as follows:
Free Online Land Register Access
Anyone who knows the land register number can view the land register online for free.
Lower Fees for Electronic Documents
Lower fees are provided for applications submitted online. In this case, the user receives an electronic document that allows them to independently prepare a printout.
Land Register Search Fees
The regulation also provides a fee for searching the central land register database. In this case, the fee is 30 PLN for submitting the application. This service may be useful, for example, when the land register number is unknown and needs to be determined based on property data.

Land registers are a basic public register containing information about the owner, mortgage encumbrances, and other rights related to the property. The introduction of electronic documents with full legal validity increases data availability and accelerates property transactions, facilitating sales, establishing mortgages, and other legal procedures.
