Poland to Tighten Traffic Regulations, Reduce Driver Retraining Options

Poland’s Ministry of Interior and Administration plans to increase penalties for speeding and limit opportunities to reduce penalty points through retraining courses.

Increased Penalties for Speeding

The Ministry of Interior and Administration (MSWiA) is planning to increase penalties for speeding. For exceeding the speed limit by 41-50 km/h, the penalty will increase from 11 to 13 penalty points. Exceeding the speed limit by over 50 km/h will result in 15 penalty points, regardless of the extent of the speeding.

Despite drivers already facing a three-month driving ban for accumulating this many points, the MSWiA intends to increase the number of points assigned, noting that penalty points remain on a driver’s record longer than the suspension period.

Decline in Road Accidents – Latest Data

The number of road accidents in Poland is decreasing. In 2025, over 20,900 accidents were reported to the police, a 2.8% decrease from 2024. Last year, 1660 people died on Polish roads, a 12.5% decrease compared to 2024, according to MSWiA spokesperson Karolina Gałecka.

Common Causes of Accidents

The most frequent causes of accidents remain failing to yield, speeding, and driving under the influence of alcohol or drugs. These three factors consistently contribute to accidents, according to the MSWiA.

End of Reductive Courses for Serious Offenses

The MSWiA is working on a regulation that will eliminate the possibility of reducing penalty points for offenses such as failing to yield, speeding, and driving under the influence through retraining courses. This change will also apply to causing accidents, dangerous overtaking, and failing to yield to pedestrians.

The proposal, based on discussions and analysis with security services, will be submitted for inter-ministerial consultation this week, Gałecka stated.

Point Calculation Changes

The MSWiA also proposes that the determination of whether a driver needs to take a re-examination for exceeding the maximum number of penalty points should be based on the point status on the day the limit is exceeded, rather than the date the official notice is issued.

Regulation Effective Date

The planned regulation is scheduled to come into effect on June 3rd. (PAP)
