Poland’s National Security Strategy has been finalized after a period of disagreement between the presidential and governmental offices, according to officials.
Work on the Strategy Concluded
The National Security Bureau (BBN) has completed work on the National Security Strategy, announced by General Andrzej Kowalski, acting head of the BBN, on May 3rd. He stated that the document has been agreed upon by both the presidential and governmental sides.
Kowalski emphasized that the current completion represents a finalized process, addressing issues that were previously unresolved.
Previous Disagreements with Former President Duda
General Kowalski noted that the document presented by the government in June 2025 was not fully agreed upon with then-President Andrzej Duda. The now-approved version has been forwarded to the government for signature by the Prime Minister and subsequent submission to the President for approval.
Unsigned Strategy Under Previous Administrations
The National Security Strategy was adopted by the government in July 2025, but was not signed by President Andrzej Duda at the time. The current President, Karol Nawrocki, also did not sign the strategy, sharing the position of his predecessor, as indicated by Sławomir Cenckiewicz, former head of the Presidential National Security Bureau in September 2025.
National Security Strategy Framework
The National Security Strategy is a cyclical document co-created by the government and the National Security Bureau, serving as a guiding framework for all state institutions. In 2025, the Prime Minister’s Office identified national interests in the field of security as a key assumption of the new strategy.
Defined National Interests
These interests include maintaining the independence, territorial integrity, sovereignty, and security of the state and its citizens; preserving the democratic system, national identity, and heritage; the existence of an international order based on cooperation and respect for law, guaranteeing Poland’s secure development; and the creation of favorable conditions for sustainable social and economic development, as well as environmental protection.
