A 10‑kilometre stretch of the Southern Beltway between Wilanów and Lubelska junctions will now enforce a 100‑km/h speed limit through automated segment measurement, starting soon.
Implementation Scope
A new segment speed measurement will cover the approximate 10‑kilometre stretch of the S2, from junctions Warsaw Wilanów and Lubelska, roughly between kilometre 477 and 488.
Signs and yellow cameras are already in place on both the Warsaw Wilanów side towards the Vistula and on the Lubelska side in opposite traffic directions.
Technical Timeline
Equipment is awaiting technical inspections scheduled for later this year.
After inspections, the system will undergo testing before being integrated into the CANARD network, with exact activation dates not yet announced.
Purpose and Rationale
The decision follows long‑standing complaints from residents of Wilanów and Wawer about noise from the Southern Beltway.
Noise studies showed levels above permissible limits near new residential developments, prompting the Ministry of Infrastructure to link speed reduction with acoustic shielding upgrades.
GDDKiA has already contracted the design and construction of additional acoustic curtains worth over 23 million PLN.
Public and Legal Impact
Drivers travelling the 10‑kilometre section will face fines if their average speed exceeds 100 km/h; the stretch is already limited to that speed, whereas the usual expressway limit is 120 km/h.
Penalties range from 100 zl and one penalty point for up to 10 km/h over, up to 2,500 zl and 15 points for over 70 km/h, doubled for repeat offenders.
Context Within Existing Systems
Poland’s CANARD network has already installed a similar segment measurement in the S2 tunnel under Ursynów, operating since late 2021 at 80 km/h.
Other Warsaw expressway sections, such as two segments of the S8, already record many violations and induce drivers to slow down.
