The core of the problem lies in the current absence of legal tools available to punish the owners of unruly pets for causing persistent, disruptive noise.

Barking, particularly during nighttime hours or occurring for extended periods throughout the day, has become a significant issue for an increasing number of residents in Polish cities and towns. While many consider such sounds a standard part of daily life, for a growing segment of the population, this noise has become an unbearable nuisance.
