CBA Raids Warsaw City Hall and Southern Hospital Over Financial Irregularities

Central Anti-Corruption Bureau agents have seized documentation at Warsaw City Hall, the Ursus district office, and the Southern Hospital as part of an investigation into significant financial mismanagement and potential fraud.

Coordinated Raids and Investigations

Agents from the Central Anti-Corruption Bureau (CBA) executed search warrants at the Warsaw City Hall, the Ursus district office, and the Warsaw Southern Hospital on Thursday. The operation was carried out under the direction of the Warsaw District Prosecutor’s Office, which is currently managing two multi-threaded investigations into the facility’s operations and its Emergency Department.

Jacek Dobrzyński, spokesperson for the minister coordinator of special services, confirmed that the seized materials will undergo rigorous analysis. At this stage, no arrests have been made and no formal charges have been filed against any individuals.

Allegations of Fraud and Mismanaged Assets

The primary investigation focuses on allegations that the hospital was led into unfavorable financial arrangements totaling at least 558,558.70 PLN between January 2025 and June 2026. Prosecutors are examining claims that hospital representatives were misled regarding actual working hours for medical shifts in the Emergency Department and the Department of Anesthesiology and Intensive Therapy, leading to the issuance of inflated invoices.

A second, broader investigation covers the period from November 2024 to June 2026, targeting potential negligence by those responsible for the hospital’s financial oversight. Authorities are reviewing patient intake procedures, triage protocols, and the compensation structure for the Emergency Department coordinator, with potential damages estimated at over 500,000 PLN.

Scrutiny of Public Oversight

The prosecutor’s inquiry extends to public officials within the Warsaw City Hall responsible for supervising the hospital. Investigators are reviewing whether these officials failed in their duty to monitor the facility’s operations, patient intake, and the hiring and payment practices concerning department leadership. This potential breach of duty is being examined under Article 231 of the Polish Penal Code.

Origins of the Inquiry

The case gained public prominence following reports regarding Dawid Kacprzyk, a former Emergency Department coordinator and former city councilor. Records indicated he allegedly worked 3,976 hours in 2025, while his financial disclosures showed income from medical services exceeding 1.6 million PLN. Following the revelations, Kacprzyk resigned from his political affiliations and repaid 500,000 PLN to the hospital, though criminal investigations into the compensation structure remain ongoing.

Additional Investigations and Administrative Controls

Beyond the primary cases, a separate investigation is underway regarding the suspected falsification of death certificates at the hospital’s morgue. This is part of a larger cluster of 32 proceedings involving the facility since 2023. Meanwhile, parallel audits are being conducted by the National Health Fund and the Warsaw authorities, with the latter having already dismissed the hospital’s board and announced the formation of a new supervisory council.
