The controversy surrounding Dawid Kacprzyk, a physician and Ursus district councilor elected in 2024, began with his 2025 asset declaration. The document revealed 1.6 million PLN in revenue and income from medical services, a significant increase from the less than 86,000 PLN reported the previous year.
Following public reports regarding his professional activities, Marcin Kierwiński confirmed that he accepted Kacprzyk’s resignation from membership in the Civic Coalition.
Hospital Workload and Duty Schedules
Kacprzyk, an anesthesiology resident, faced scrutiny over his role at the Warsaw South Hospital, where he served as a coordinator for the Emergency Department. Hospital records indicate he worked 3,976 hours in 2025—an average of 331 hours per month—via civil and contract agreements rather than standard employment contracts.
The hospital stated that Kacprzyk was the sole applicant for the role during an open competition and that his rates were consistent with market standards. However, critics raised concerns regarding the feasibility of his documented schedules, which included shifts spanning many consecutive hours, and his ability to balance these duties with his political responsibilities.
Official Audits and Investigations
The Supreme Medical Chamber has initiated proceedings to investigate allegations that Kacprzyk abandoned his hospital duties. Meanwhile, Warsaw Mayor Rafał Trzaskowski has ordered an urgent audit of the Warsaw South Hospital to evaluate work organization and shift scheduling, with plans to extend checks to other municipal emergency departments.
The National Health Fund (NFZ) is also conducting an investigation to verify whether medical services were performed and billed correctly, and if the facility’s documentation accurately reflects its actual operations. The final assessment of the case remains pending the conclusion of these official inquiries.
