Ukrainian forces attacked four key Russian oil refineries overnight on April 18th, aiming to diminish Russia’s military-economic potential.

Ukraine’s military reported that on the night of April 18th, units of the Ukrainian Defense Forces simultaneously attacked four significant oil refineries within the Russian Federation.
Fires erupted at refineries in Novokuybyshevsk and Syzran in the Samara region, at the Lukoil-2RPK-Vysotsk oil terminal in the Leningrad region, and at a pumping station in Tikhoretsk in the Krasnodar region. Additionally, enemy fuel and lubricant depots were hit in the temporarily occupied territories of Ukraine, particularly in the Mariupol region.
Strategic Importance of Novokuybyshevsk Refinery
The refinery in Novokuybyshevsk is a strategically important asset for the Russian Federation’s defense complex, supplying a substantial portion of the Russian army’s needs. The enterprise produces a wide range of products—over 20 items—with an annual processing capacity reaching 8.8 million tons.

Authorities in the Samara region reported preliminary findings indicate no fatalities.
Economic Impact of Attacks
Ukrainian System of Unmanned Systems Forces claim that Ukrainian attacks on Russian oil infrastructure are causing Russia daily losses of $100 million. A series of attacks on oil logistics facilities along the Primorsk-Ust-Luga-Sheskharis-Tuapse route have reduced daily oil shipments by approximately 880,000 barrels.
The attacks have disrupted oil transshipment stability in key ports, disturbed logistics supply routes, and forced the redirection of raw material transportation from overloaded routes. Following the destruction of infrastructure at the Sheskharis terminal near Novorossiysk, Russia attempted to redirect flows to Tuapse, a factor considered during the planning of Ukrainian operations. On April 16th, an attack on the Tuapse refinery caused a large fire that continues to burn.
Ukraine’s attacks on Russian oil ports are limiting crude exports, causing downtime at terminals and tankers, and leading to billions of dollars in lost revenue from oil, a key source of funding for Russia’s budget and war efforts.
