On 20 November, U.S. officials presented a 28‑point peace proposal for Ukraine that includes recognition of Donbas and Crimea as Russian territory and would keep Ukraine out of NATO, with one clause calling for European fighters to be stationed in Poland.
Key Provisions of the Plan
The proposal recognises Donbas and Crimea as part of Russia, limits Ukraine’s armed forces, and rejects Ukraine’s NATO accession. It also freezes the Luhansk and Donetsk regions as “de facto Russian” and freezes Chernihiv and Zaporizhzhia along the contact line.

The plan was prepared by White House envoy Steve Witkoff, State Department official Marco Rubio and Donald Trump’s son Jared Kushner, and was consulted with Kremlin aide Kirill Dmitriev.
Territorial Claims
Russia is to renounce the territories it controls outside of the five specified regions, while Ukrainian forces are to withdraw from parts of Donetsk currently under their control, creating a neutral demilitarised buffer zone.
