Kosiniak-Kamysz on ‘Zero Percent Safe’ Project: Worse Than Expected

Polish Deputy Prime Minister Władysław Kosiniak-Kamysz criticizes the ‘Safe Zero Percent’ project, calling it worse than expected and lacking new funding.

Exceeding Powers

The proposal in short is “Safe Zero Zlotys” with no money in the legislative project, according to Prime Minister Tusk. Kosiniak-Kamysz noted that the law would introduce new institutions, with a Council consisting of two presidential representatives making decisions by a 2/3 majority vote, which he believes exceeds constitutional powers related to civilian oversight of the army.

President’s Decision Pending

During the meeting, President Karol Nawrocki repeatedly stated he has not yet made a final decision on the SAFE law. Kosiniak-Kamysz expressed hope the meeting allowed the president to see the financial capabilities and needs of the army, adding that the president’s signature would guarantee using all funds from the EU program.

SAFE Program Details

Poland could receive 43.7 billion euros from the EU SAFE program, equivalent to nearly 200 billion zł for military equipment and soldiers’ gear. The program offers low-interest loans with a 10-year payment deferral and 45-year repayment period, with 80% of funds designated for Polish companies.
